Having retired from a 32-year career during which he served in various capacities such as hospital administrator, Army Colonel, and High School Assistant Principal, Carlos Loran brings to the Board an ability to successfully and efficiently adapt to diverse and challenging situations.
His areas of expertise include Operations Management, Budgeting, Policy and Procedure Development, Strategic Planning and Office Administration.
Mr. Loran received a Masters of Public Administration (MPA) from New York University.
With more than seven years of experience in the technical services and government contracting industries, and another eight working in various leadership capacities with Orange County Public Schools as an educator, Mahony brings a diverse professional background and a wealth of knowledge in her role of CEO of Kavaliro.
Mahony has served in various leadership roles in the Orange County Public Schools system, including department chairman, school renaissance chairman, team leader, learning program coach, clinical educator trainer, and served as chairman or member of various other school committees for Orange County Public Schools. She was recognized as Teacher of the Year and twice recognized as Educator of the Month.
Mahony received her Bachelor of Science Degree from the University of Central Florida and earned her Master of Education Degree through the Lockheed Martin/UCF Academy for Mathematics and Science. She is currently pursuing another graduate level degree in leadership at UCF.
Tadar Muhammad is the Vice President for HBI Workforce Training & Employment and has more than 18 years of experience as a youth development professional.
Significant accomplishments during Muhammad's career include serving as the vice chair for the Juvenile Justice Board for Circuit 13. He currently is treasurer and executive committee member for the education/vocation committee for Florida Juvenile Justice Association and on the board for the Florida Endowment Foundation for Florida's Graduates. Muhammad is a former certified trainer in crisis intervention techniques and use of force and protective action response. He was awarded a Certificate of Merit by the Hillsborough County Public Defender's Office in 2002 and the Deemed Status Award by the Florida Department of Juvenile Justice in 2004 and 2005.
Muhammad graduated with honors from Warner Southern College receiving a bachelor's degree in business organizational management.
With more than twenty six years as an educator in Orange County Public Schools, Donna Stutin brings a wealth of knowledge to the board.
During her tenure in OCPS, Donna became a National Board for Professional Teaching Standards Certified Teacher and was a successful recipient of several grants. She was recognized numerous times as Renaissance Teacher of the Month, was named an OCPS Teacher of the Year and was a recipient of DisneyWorld's "Teacherrific" Award.
Ms. Stutin received her Bachelor of Science in Elementary Education from Ohio University and earned her Master of Science in Science Education from the University of Central Florida.
